The bars themselves won't make any noise, but the wind passing over and around them will.
I've got racks for my 9-5 wagon- there's some noise, but as long as you keep the sunroof closed its bearable (there is a small tradeoff for the ability to carry a load on the roof!)
I've heard the fairing will help, but I prefer to remove the bars when they're not being used. They will cut your fuel economy. I think adding the fairing would make it more difficult to add/remove the bars as necessary, but if you plan on leaving the bars on full time Its probably worth it. It might cause some damage to the paint as others have mentioned.
