buy a (or better yet, build your own) mid-range machine but go as cheap as possible on things like sound, video, speakers, hard drive size, etc. Skip the DVD/CDRW and just get a fast CD-ROM. You don't need much memory to surf the web and read email, particularly with a dial-up modem.
What you should do is make sure you get a system that has a high-quality motherboard that will handle your future needs. Find the sweet spot when choosing CPU speed as it's usually 2-3 steps below the fastest CPU, and the extra money spent will probably not result in a very noticable peformance gain. If you plan on gaming at least get a mid-tower case since video cards are getting HUGE, some with their very own power supplies.
Choose whatever modem you like since it won't matter and you're set just to get on the internet in a minimal way.
When you get ready to do serious gaming, go ahead and upgrade what you have: latest sound and video technology, 5.1 speaker system, double your memory as it will be cheaper by then and you should be good to go.
Dell is not a bad way to go but some manufacturers use customized parts that make a system harder to upgrade later. You do pay for the included software which is one reason I prefer to build my own.
