Don't know the exact rules, but I just brougt over US$10k in goods over yesterday. I shipped about US$1M up to a job site, didn't need the leftovers, and brought it back for return. Luckily it fit in the trunk of my rental car and I didn't declare it. The border has been pretty lax lately, at least in Buffalo NY and Detroit. I've had to open my trunk 1 time in about 20 trips over the past year.
All that said, I'd guess the limits apply to anyting, new or used. If it's used and old car parts, say you picked it up from a buddy for $50 and some beers. I think you only pay duty on the amount over the $400. Often they won't make you pay duty on a little over. If you got a $10k item, you'll be pulled over when you declare it.
Get your GST back at the canadian side, too. Use that to buy some XXX beer!
