If you look at the very last number that is divorce rate by state. To be exact this is divorces per 1,000 population of state. The rank is based on this (lowest to highest).
I assume the second to last number is raw number of divorces but obviously this is best ignored in this context.
The data was from 1994. The headers got a little squashed confusing things (here is original link http://www.divorcereform.org/94staterates.html). If more recent data wanted look at the link in the ealier post or hit google for data from some more recent years as well. The key here is it was ordered for easy eyeballing so I posted it.
