Primarily based on size because any car of this size (Aveo, Xb, etc.) will put you at a disadvantage since just about everything else on the road in the US is bigger than you. Mass matters and, thus, kinetic energy. A neighbor's kid got taken out in his Xb in a side impact crash. There just isn't enough there there to save your ass in a collision, even if you spring for side air bags. Ditto for three Civics I've seen in the last three years. By the way, a 3-star side impact is really, really bad. My plug for the Taurus was only that used ones are super-cheap (again, if it's just an errand machine and he doesn't want it to be a fun ride) and they have better side impact strength.
