I think that your estimates or readings are very high for the car that you have...if you compare that to the numbers that Saab gives for the cars you are way way over their estimates. I would believe that the same is true for the little cars you mention, hypermiling on the little ones will probably give you a proportional increase to what the EPA rates for those...what I mean is that if Saab offers you 19 and you get 29 (that's unbelievable), the small ones rated at 33 would give you 39-40 perhaps...
For a short commuter the cost would not justify the purchase of the small one. However, I have always wanted a small car for getting around town and driving to work...I don't really feel that I need to have a Saab for that...
