Perhaps VWAG brass in Germany is convinced that TDi and/or small 1.6 and 1.4 liter engines would be a huge no go in the US, where 2.3-2.5 liter is mainstream in family sedans. Perhaps they can't make TDi engines in Mexico like they do the 2.5l and 2.0l gasoline engines. Foundry and machining equipment is extremely expensive and probably requires specialist trade skills to operate. Perhaps it has to do with powerful metalworker unions in Germany dictating what they can and cannot produce outside the fatherland.
My gut feeling is that the US market is such an afterthought for VWAG that they simply throw us whatever garbage they can't hope to sell anywhere else. And, once again, they can't make enough TDi engines to satisfy demand in countries where they actually make profit (selling these same Golfs/Jettas at 50-100% higher prices) -- why would they give up that profit?
