The most basic way is to de-solder the chip from the board and read it with any number of Flash eeprom reader/writers.
If your friend wanted to get serious and stop the burn/test/burn/test/burn cycle he'd want to get himself an emulator that is compatible with his chip's requirements. If it's a Flash chip and not just an EEPROM he needs to be careful that any unit he uses can go both ways, ie. read and write. The difference between Flash and EEPROM is that "flashable" memory can be selectively reprogrammed by address on-the-fly (like in T-7)--meaning the ECU may actually temporarily store data there while operating--while (E)EPROM can only be done in chunks, blocks, or possibly the entire chip at once.
