Cat and O2 question-long

How does one go about figuring out if their cat is shot and or clogged. I have a 88 spg that has a full 3 inch exhaust with a catco cat. Last year when I had it smogged they made me disconnect the a\f ratio gauge. When I did this I ended up grounding out the o2 which in turn made my car run pig-ass rich for a few days. My car pass smogged but it took me 4 times due to high nox. Then about 6 months later the seal blew on my turbo and caused a 007 smoke screen for the 12 miles it took me to drive home. My car is all back together and runs pretty good, but it just does run the same as it did before. I’m thinking that A). The o2 sensor is probably shot (it has 25,000 miles on It or more). And, or B). The cat is also suspect. But just how does one come to the conclusion that the cat is clogged or shot is the question?
Any insight anyone would be great!
If it was you, would you replace the o2 sensor and cat after the above happened to your car?
