if the rust is that bad I would look for anotherone. Rust is a TOTAL PITA to deal with & you could use your present SPG to keep whatever you find going. I had to part out my last SPD due to similar reasons.... except I think I had a LOT more rust then you described & it just keeps getting worse. So I found a 98% rust free example & I am dumping my $$$ into that.
If you do decide to keep your motor it really depends on the $$$ you are willing to spend. With the trans/motor out the rack is pretty much free to do & obviously it would be the time to fix the rust areas up there. I would think it would be pretty easy to have $5,000 tied up in a new trans, rack, fixing the rust spots, reworking the engine, etc
You could also just find a motor from a wrecking yard because face it, these motors ca run for a VERY long time & it's the trannies & rust that do the cars in.
