I beleive B&G springs are on the agressive side (as well as intrax) with eibach & Koni being on the softer side. My brother has intrax on his 98 SET with koni's & it rides very stiff. Tito's 9-3 has eibach spring/shocks & it rides great!! VERY comfortable!! I am on my way to pick up my koni spring/shocks & hopefully I will throw them on next week. I feel the 2 best setups are koni/eibach & koni/koni.
With shocks, I would get a low pressure like koni adjustables & if eibach has any of their shocks left they would work for you as well, just not sure if any are available.
Saabtuners was correct in that replacement of shocks was not required however I feel it's HIGHLY suggested. Factory shocks are not designed to deal with lowered springs plus the shocks usually have 50K miles+ of use on them which would make them behave just that much worse with lowering springs.
I would not do 1 end at a time, the car will ride worse due to each end being dampend at different levels. You would probably experience the car bouncing front--->rear kinda like what a CJ5 jeep feels like :)
