PCV bushing question

2000 9-3, Should the PCV tee and bushing be flush with the valve cover? I assume so because it's a vacuum system, but I can't get the rubber bushing into the VC hole while on the tee. What's the best way to get the tee connected to the valve cover? I don't want to force it too much and break off the plastic tab. Was thinking of shaving a little rubber off the bushing to make it fit better.
