The smog tests must be done in a certain RPM range - c900s generally run gear ratio spacing that makes it hard for smog techs to figure out what gears to run in. Usually they can run in 1st/2nd, but they can't cross 3000rpm - if they do, the tech must upshift. Running in 2nd or 3rd gets the engine REALLY low in the rpm range and NOx tend to skyrocket as a result...
FWIW, my SPG passes pretty easily with a full 3" exhaust/cat, 24lb injectors & 3bar regulator, a modded APC box, a 2.1l head, and Damien's kick-ass adjustable cam gears (with slightly adjusted timing). Honestly, I think the 2.1l head is a boon in this scenario, since it lowers static compression and probably NOx as a result... :D
