My SPG failed due to an RRFPR - twice. I figured the first guy was just being melodramatic, but the second guy failed me too. Oops. Since then, I've dumped that POS anyway - 24lb injectors & a 3bar work just fine; beyond that, there's Jak's chips and 30lb injectors. *Those* won't arouse attention.
As far as 3" exhausts go, there is no specific law about "upgrading" the size of your cat... As long as the "stuff" between air intake (filter) and the O2 sensor doesn't change, you're 100% legal. The cat is a component of the emissions system, but not specifically included in CARB specifications, so as long as one is there, regardless of size, you're cool.
