What's this funky psuedo cam bearing cap/plug thingy?

I pulled my NG900 (B204?) valve cover as I had a slight oil seep. When I got it off, I realized that the leak was from the funky extra bearing cap looking thing at the front left corner of the engine (driver's side) that is _not_ part of the valve cover. It's a cap held down by two torx bolts with some sort of large (20mm or so) plug and seal in it. Unfortunately Saab choose to hold this down with some unusual torx bolts that require a special hollow center bit. So, I could not remove it and repair it properly. Besides, I didn't order that seal and it was late, so I had to fake it a little.
What is the purpose of this cap ? Why even have it there ? Why did Saab feel so strongly that it should not be removed that they put those special bolts in there? I can unbolt the camshafts without a special tool, what's so special about this cap ?
