Boost lag is what happens when you are at an rpm where the turbo can make full boost...it is the measure of time it takes for the turbo to acheive full boost from vacuum.
Boost threshold is the RPM at which there is enough exhaust gas for the turbo to make boost.
Piggybacking on to what GM said, even though lag in minimal on these cars, if you find yourself below the boost threshold all the time, you will have to wait for RPM to rise high enough for the turbo to begin to respond.
I 100% agree with letting it rev more. Even if you are not driving agressively, but want to be able to jump on it here and there, let the car rev higher through the range at light/part throttle and keep yourself above 2.5K at all times and the power will always be there for you.
