While a stock 8 valve turbo is not a barnburner, it will get down the road just fine. There is alot you can do to an 8 valve turbo that doesnt involve putting a 16 valve head on.

In my experience, CIS is an elegant and reliable system, but you need to make sure everything is in tune before tweaking. First, make sure that your timing is set properly, that you are running the correct wires (more important than you'd expect) and plugs (gapped correctly) and that you have a new cap and rotor. Get a new air filter, pull out the injectors and check to see that they give a nice even spray pattern, buy and install new injector seals, and most importantly, eliminate ALL vacuum leaks. Check evey hose, fitting, nipple & junction - the nasty leaks are usually a little slit or split in the hose on the underside that is otherwise invisible. An inexpensive vacuum pump with gauge from Harbor Freight can help you trace leaks, and most importantly, lets you know if the vac lines behind the dash are ok. Finally, make sure the APC/turbo system is ok - check base boost, BPC functioning, knock sensor etc.

As for tuning the car, first, consider installing an intercooler. A stock 16 valve intercooler kit is an easy way to add power. If you feel ambitious, a front mounted intercooler would be an even better option. Modifying the ignition to allow for greater advance off boost and more retard under boost is a good move. 900Aero makes an AID to replace the stock distributor boost retard. I use an MSD standalone BTM. It makes a big difference in off boost performance, and I find that off boost shades into boost more smoothly. Further along this path is water injection. Water injection was used by Saab as an option on certain high output 8 valve 900's in different markets, and if I remember correctly, was used in Saab works rally cars, which were 8 valvers. This could be done by itself or in conjunction with an intercooler. The above options would allow you to hold peak boost longer and run better in hot weather, all without getting ahead of the somewhat meager fueling capability of CIS.

I do not know much about APC box modding, so, I'll leave that advice to someone else.

Going beyond this requires modding the CIS system itself to provide greater fuel such as by activating the cold start injector under boost, or by cobbing a fuel metering system and injectors from a larger displacement CIS motor, such as a 5 cylinder VW, Volvo or Porsche. For all practical purposes, it is not as easy as simply buying 4 Mustang injectors to get more flow with CIS (compared to LH)
