They recommend replacing them because if there is just the slightest piece of crap in the line and it gets into the bearings it can ruin the turbo quickly. There are many stories of turbos failing just after a swap out. Some have been sent in to the turbo builders and it showed debris had ruined the bearings. It is the safer route and I chose to put a new line on my JSP Big T28 just to be safe and because the stock line does not work.
I got my measurements and went to a hydraulic shop in Denver and had them make me up a stainless braided line for 35.00 bucks, well worth it in my opinion. Turbo 600-900.00 bucks, new oil line 35.00 bucks, hhhmmmm, its a no brainer with me! If you do keep it and clean it, make sure you are very carefull and flush the crap out of it, blow it out, and clean it again :-)
