Boost issues - not BPC or a leak

Ive been having some eratic boost issues in my NG900. For reference, it has a full B234R motor swap as well as an 9k Aero turbo (TD-04 HL 15t) and is SQR tuned. I spent the day at Daveships house trying to trouble shoot, and we both are in somewhat of an agreeance that its a blown/dying turbo.
There is however, one issue with this theory - when the waste gate hose unhooked I get 26-27psi of boost, holding at about 24psi, with the BPC in control I only get 14.5. Weve tried out multiple BPC's (known good BPC's) as well as multiple DI's. Same story.
According to tech 2 readings the MAP sensor is functional however there is a dead end somewhere between the ecu and the reading which it provides from the MAP sensor to the dash mounted gague, my gague is dead. I know this gague isnt accurate or important, but it does indicate that somewhere in the ECU the signal from the MAP sensor is getting lost, or is simply not being transmitted else where. This was verified via Tech 2 which illustrated a 1 bar (ATM pressure) reading at the MAP sensor with the car off, however no reading from the ECU (simply a *).
Anyone had any experiences like this, anything else to check?
