Quick note - I think all CS shape cars have 19mm swaybars, so it's worth checking before doing the swap.
Stiffer swaybars shouldn't hurt the ride on smooth roads but they will make it harder on rough ones – I've encountered some very variable roads in VT! The poly bushes are worth it as far as they go - some people put poly on the back and rubber on the front to reduce understeer. It's an inexpensive mod, well worth trying before going for thicker bars but people who have fitted the 25mm SAS bars seem very positive about them.
For what it's worth, and from personal experience, I think it's quite easy to over-stiffen the suspension on these cars so you have something that's marvellous on smooth roads but pretty annoying on anything else. The same applies to skinny tyres on big wheels. Lots of people love them, though, and as always it's all a question of where you want to end up!
