The way I would say it is, "The average person cannot mod his ECU."
I've driven a 9-3 SE owned by Drew, one of those ECUProject guys. He has made his own mods, and the car is fast.
I've also had frequent conversations with him over the last three years as he's been figuring out how to crack the T7, and I've seen the extreme lengths he's gone to with logic analyzers, soldering tiny wires on the ECU (burning a couple of ECUs up in the process), and reading and trying to decode page after page of data.
I would point out the he has also spent a lot of money on go-fast hardware and on instrumentation. He's not changing only the software.
So modding your own T7 CAN be done. It's not for the faint of heart, though. I'd say you have to be really dedicated, to the level of obsession, and a little bit crazy as well.
