Fueling issues,need some guidance.

So I have an 87 9000T with the following modifications:
3" downpipe,3" exhaust back to single muffler,G9 Stage 1 APC,3 bar regulator,T3/T4 trim 60 hybrid,24# injectors(these are the black tops,aren't they because thats what I have and my memory is a little fuzzy on what poundage they are)
First off I'd like to ideally run this car at 18-20psi and I was wondering first and foremost if I have enough fueling capacity to do so at the current moment?
However this is a bit moot due to my second question,naturally with these larger injectors and 3 bar regulator it runs rich at idle,etc,etc. Its the age old question,I know. So,should I get my LH reflashed or get an RRFPR? I'm planning on doing more modifications on this car in the future such as a more aggressive APC,larger injectors(if necessary,do I need them?),intercooler,port work,etc so would an RRPR be more appropriate as the state of my car will be in flux since I can adjust it as the car needs it as each mod gets applied? I know that when I get the red tops(if I indeed need them)that I'd want to turn down the rise rate on the regulator since I'd be needing less of it with the injectors providing more fuel.
Any thoughts chaps?
