What it comes down to is how T7 works.
T7 is an torque request system based on airmass. The ECU knows the mass of air entering the system via the MAF. There are also formulas that can be used, which are used in T7, that allow you to know the mass of air needed to achieve that torque.
Therefor T7 is able to increase boost output by the turbo to get that proper air mass to reach the torque the driver is requesting. So, when at altitude where the air is less dense your T7 ecu's are upping the boost to get more air mass. I think 21psi is about the max that the ECU is capable of pushing the turbo in order to get that mass of air needed.
Your friend just confused you by saying variable pressure turbo.........all turbos are variable pressure; just depends on how much throttle you give the car. T7 is doing all the work to adjust the psi to get the power. Now as to whether or not the other manufacturers car do that same functions I don't know.
