Sway Bars on Ice?

I have a 97 9000 Anniversary (160,000 mi.) that had an engine rebuild 20,000 miles ago, and now, after installation of a new (used - low mileage) transmission, it seems this car I really like (easily the best of 3 9000's I’ve had) may have a fairly stable foundation longer life and some of the performance upgrades I’ve been reading about here with some fascination. Since I’m in an area of winter snow and ice, I’m thinking of doing some suspension and brake upgrades now and something like a Nordic Stage 3 in the spring when I can apply it to the road. Not trying to build a rocket, but from what I’m reading it’s not very functional to upgrade after getting an ecu that’s programmed for what you have. Am I understanding this correctly?
My first thought was sway bars and bushings, but I read this about sway bars on Quasimotors site: “The limit of traction in corners will be more subtle - generally it will still initially show up as understeer, but it will be very close to neutral. If you drop completely off the throttle in the midst of a serious turn, you could get into trouble with the rear end swinging out (oversteer).” That sounds pretty grotesque on an icy road. Any thoughts on what sort of suspension upgrades would go well with my overall plan, and be functional in winter? And one other question: In looking at brake rotors I’m wondering to what degree the grooved and drilled thing is about stopping power or is it mostly about heat dissipation?
