I have a JT downpipe with both O2 sensors placed before the cat, and it didn't trigger a check engine light (1997 MY). You can splice the wires if you want to put the second O2 sensor after the cat. You may also need to weld in a bung somewhere to screw the O2 sensor into. A 3" downpipe will give you a bit more noise than stock, but I think most of the extra noise comes from having a full 3" system. You would also need a custom (not really difficult) flex pipe section to mate a JT downpipe to a stock mid section.
