Disabling fuel cut-off

Please don't preach to me about how the engine will blow up from over boosting, I just want to know how one disengages the fuel cut off.
I'm curious: people on the board (Karl) talk about increasing boost, but wouldn't they just run into the fuel cut off? Is this a question of reprogramming software, or is the fuel cut off carved in stone in hardware?
