The water pump seems to me like something that usually needs to work harder at higher rpm, so it makes some sense to have it attached to the belt.
The power steering doesn't need to work harder at high rpm. In fact, the faster you are going the less power assistance you need so it bleeds most of the pressurized fluid back into the reservoir (as I understand, at least). When you're driving in a straight line at highway speeds, the fluid is just being recirculated over and over and you're not getting any benefit for your parasitic loss. So this pump seems like something that would be worth swapping out. That 50 amp figure isn't directly comparable if it's only drawing current a fraction of the time. The article makes it sound like they knowingly wired it wrong so that the pump just stays on all the time, but that it's possible to have it behave like it should if you get all the wiring harness and stuff from the MR2 hooked up properly. There may also be kits out there for this kind of thing if it's a popular modification, just not for our cars yet.
A few cars have had electric hydraulic power steering like this, but more and more new cars now have completely electric power steering systems. The S2000 had a totally electric rack. I'm betting that something like that would be a much tougher and more expensive conversion though.
