The compression test was without oil (100) and with oil (125). How high should the compression be on a healty turbo engine?
Maybe the cylinder walls are worn but are ok near TDC. So at TDC there is a good seal but too much clearance when the piston is traveling down the cylinder. Or like you said it could also be the rings, and carbon on the valves.
