i think i'd be inclined to go with doing the rebuild. you've got the money invested in parts from the first engine you can use for your build.
with rebuild you will know the quality of the parts and condition of the engine whereas with a used engine you will be in same possible boat you were with the first used engine.
i don't know the cost difference to you, but as they say, better the devil you know than the devil you don't! wouldn't you like to know engine is ok and give yourself time to worry about something else other than engine going boom? again? oh, and again?
