any reason not to mount air intake low?

considering two possibilities.
1. mounting extra turbo snorkle upside down attached to the bottom of the engine compt next to the engine oil drain plug. it will face sideways towards the driver's side wheel well. i'll pipe it into an added fitting in the stock filter housing just below the stock fitting. not intended to be ram air, just an additional supply of cooler air to make the draw easier.
2. mounting 8v snorkle under front bumper facing forwards (dave n mentioned this arrangement). i would pipe it in similar to #1, add an extra fitting in addition to the stock. this set up could probably be rigged to be more "ram" in nature. but, still intent is just to provide additional air.
my big concern is water. here in seattle (even though we are entering the dry time) we see plenty of rain. is the draw from the turbo strong enough to pull water up through the ducting, into the filter and then into the engine? i would think it would be more possible with the opening facing forwards. but my thoughts are that even if the lower opening was immersed in water, the turbo would not pull it into the engine, because the easiest air flow would come from the stock intake. sound correct? i guess i just don't want to take a chance of hydraulic lock on my new engine. any input is appreciated. thanks.
