As Phil seemed to divine from the ether, you must have tweaked your APC. With a stock APC, you won't see 11 or 12 psi (probably not even 10) with a base boost of 3.5 psi. The base boost on my car was 4.5 psi, and before I started modifications, would get about 11 psi and that's it, on a good day.
Keep in mind that for the early 9k like ours, stock max boost is 11 psi, and stock base boost is 5.1 psi. I have added a barrage of upgrades over the past six months, such that I was getting 15-16 psi max boost. Just last week, I had newer engine put in, and the base boost adjusted to 6 psi. That 1.5 psi adjustment gave me a whopping 5-6 psi increase in the max boost.
On my '87, the line between yellow/red is 12 psi though. Thus, if your '86 is the same, stock boost will never get you into red..
I highly recommend the 3.0 bar FPR as opposed to the 2.8 bar FPR. It's significantly cheaper and much easier to acquire. I used both in my car, and couldn't tell any difference between the two, other than my car pinged less at higher boost levels with the 3.0 bar.
