They did it for two reasons... primarily, you seen a 9-5 with a V6? Try and figure out how you'd fit a turbo up front - I dare you. :)
Second, that V6 would probably not hold up to a full pressure turbo. They kept it to 2psi (maybe 3psi, don't remember) to add some torque, but much more than that and reliability would probably suffer. Remember, that V6 was engineered to be an NA engine and doesn't have a bottom end built to support a lot of torque. With that in mind, the single-bank turbo is enough to meet the design goal.
Personally, I think there are bigger and better fish to fry than a twin turbo 54-degree V6.
