Several options Jeff.
Get an assload of lead shot and fill the chassis rails with it. Advantage - it's spread out all over the place. Disadvantage - doesn't allow the chassis to flex like it should.
Make your floorpan out of big heavy steel. Advantage - low CG, relatively easy. Disadvantage - tabs on the chassis aren't really spec'd for such heavy loads, they can snap. Also doesn't allow chassis to flex.
Otherwise, go to a diving shop and purchase some lead weight from them. Melt it down or merely bolt it to the chassis with u-bolts. I've done this before and it was simple.
I don't know about bolting stuff to the seat though. Underneath you might not have clearance. I've seen it done on the sides and back, but I was also told it was a no-no. Higher CG there too.
Some of the specialty kart supply houses sell weight canisters. Basically a tube that you can fill with lead shot, then you bolt the canister to the frame with some bracketry.
Oh, and don't forget to fill up the tank with fuel!
Best and easiest option: EAT your way into the weight class... :)
