Bleed Valve Vs Chip upgrade

I had a race today with my mates Fiat punto GT Turbo (I don't know if they have these in america?) He seemed to keep up no problem, and if not for traffic would have left me behind a little.
He only has a chip, air filter and exhaust. This annoyed me a little, so should I get a bleed valve or a chip?
How much can I wind up the boost to? And whats the difference with getting at least 30psi with a bleed valve, as opposed to have it electronically adjusted?
Should I save for an expensive chip, or go the easy way and wind up the boost untill it goes boom?
