What the overboost switch does, is cut power to the fuel pump. So it's the same thing. :) There are other things which can cause a stuttering at high boost levels, often related to ignition, particularly too large a spark plug gap (though I'd suspect this is less of a problem with DI).
To my knowledge, no Saab comes/came stock with a RRFPR. If you still have the stock FPR (3.0 bar I think?) and injectors, I think it's impressive that you're able to get up to 20 psi without pinging or boost cutbacks from the APC.
I think 40# injectors may be overkill, though, try 30# first, after verifying what kind of FPR you have. Brad is very helpful, give him a shout on email.
