I had a motor very similar to yours, and here are the mods that hurt the emissions test:
open element filter (visual only)
non-base timing (they check it)
larger fuel injectors (too rich)
RR/adjustable FPR (too rich / visual)
lower compression pistons (not efficient at low boost)
cams with higher lift and overlap (not efficient at low rpms)
empty catalytic convertor (whoops!)

What I had to do to satisfy CA smog laws (for the test only):
install original air snorkel
install stock injectors
install stock FPR
set timing to 16 degrees
tune AMM to run clean at 0-2500 rpm

And it passed.
