Yes, the beauty of SAAB 99, 900, and 9K springs are they have an open coil on one end. You just make sure that your spring seats line up with your anticipated cut and you get an equal cut on both sides of the car. Don't do two coils on the 900 though. We tried it and although it looked very cool, it was way to stiff. Also keep in mind that although you are cutting coils off, because you are increasing rate as well, you will not lower the amount that you think you'll get. With most street car spring rates, you cut off a full coil you get maybe .5 to .75 inch drop. Some may tell you not to do this, but I have done SAABs, VW, Audi, and Nissans with good results. In a couple of cases, I cut the original coils after the aftermarket ones I bought were too stiff or lowered the car too much.
