Although it can happen depending on what you are starting with, most OEM springs are set up for a reasonable ride. If you stay conservative, that is, no more than one coil, you will get a reasonably tight ride with a decent street-oriented drop. If you get crazy, you will get what you suggest and it can get pretty miserable.
Many of the aftermarket springs (Intrax are a good example) effectively do nothing more than this. That is, wire and coil diameters are the same as stock, but the free length and number of coils are reduced. And my experience with Intrax indicates that they go toward the crazy side. Eibach, on the other hand, work on the progressive rate versus a straight rate formula (like that used by most OEM, including SAAB). In this case, by maintaining coil and wire diameter but playing with number of active coils and their spacing, they can produce a ride and drop that is advantageous. In the end, if you are after a cost-effective answer and only wish a small return, chopping OEM springs is OK. The absolute right answer is a decent set of aftermarket progressive rates.
Anyway, my two cents based on my experience.
