How to upgrade handling...

...specifically to reduce body roll.
This is actually a question i'm asking for my friend, he has a Civic SI. But, he's not a typical 'ricer', so he asked if I could post on here to you guys, becuase he'd respect your opinions more than that of fellow Civic drivers.
His car is stock and he would like to keep the stock ride height if possible, or at least have a minimal drop.
He is considering: Shocks, springs, stabilizer bars, better strut tower brace (SI has one already), wheels/tires.
The question is, what to do first? What would have the greatest effect on handling? I guess its a question of replacing the "weakest link" first. Like I said his car is stock, and has the stock Michelin XGT 195/55 R15 tires/wheels, although I don't think tires have much to do with body roll, but grip rather.
So, in what order do you recommend he do his upgrades?
Also, he asked me whats the difference between shocks and springs, in terms of their actual function. I said that the springs effect the stiffness, and the shocks control the bounce. Is that correct? Maybe someone has a better description?
BUT
IF he decides to stay stock....
he says he has noticed a degredation in handling since new. He has about 30k miles....and he notices the car sags to drivers side a bit (he wants to know if this is normal, or if its something he can complain to dealer about....my 9-3 does too). So his question here is, If he stays stock, how often should he replace springs, shocks, etc... and are there any other parts should he consider replacing, or just shocks and springs? (Keep in mind these last questions are if he remains stock).
