Lots of good stuff for Civics.
1) Upgrade the wheels and tires if his came with 14" skinny ones. If it came with the upgraded ones, he might be OK for now but he should still plan on updating them. Sticky tires are a must but you should balance the syspension first.
2) Suspension bushing kit. These are everywhere for Civics. Big improvement in handling, feel. Might as well do these with the other modifications as there is alot of labor involved to doing this.
3) Improved rear swaybar. Leave the front alone. This will reduce some of the push and balance the syspension more. The Saturn that won the economy class at OneLap only upgraded its rear swaybar for the same reasons. If you can get an adjustable one, you may be better off.
4) Springs/nice dampers. This always helps but the other modifications are more important.
