They essentially do the same thing but in different ways.
When the throttle closes, there is backpressure which you DON'T want because it'll harm the turbo. Because there's this backpressure, your car either has a bypass valve, or a blow off valve (bypass atmosphere valve).
A bypass valve just takes that back pressure air and recirculates it back into the intake pipe. A blow off valve takes that back pressure air and lets it into the air (atmosphere) which causes it to make a "wooosshh" noise.
You CAN use a bypass valve to let air into the atmosphere but it's not a good idea because bypass valves aren't meant for that, only blow off valves are.
Blow Off valves DO make the noise and Bypass valves DON'T make the noise.
