a good low mileage engine *should* be cheaper than rebuilding

but it, too, could need work. At a minimum, I would take the head off to peek inside the engine for evidence of care-taking (or lack thereof). This means, even if you get a used engine with low miles on it, you should still get a head gasket job done for insurance. 250K nice-and-easy miles with an owner who gave a damn about the car are a helluva lot better than 90K miles of city driving with an owner who should ahve been in a Honda instead ("weld the hood shut, please" owner)
I would personally hate to see a nice low mileage 89 900T smashed up, but that is just me! : ) Your oil blow by/smoking problem could only be the turbo, though. With that many miles, I would have to know the service history to be sure.
