I would look at the apc solenoid first although it is big bucks. When they get dirty, they respond too slowly and there is a transient overboost cut-out followed by modest boost. With a new one I found that I could crank up (shorten) the actuator rod, no longer get overboost problems, and get more sustained boost.

If you still want more boost put a resistor in your MAP sensor which will push up the overboost, but slightly lean out the mixture. brad says it adapts to this, but you can also squeeze your fpr to raise fuel pressure and compensate.
