If it is an integral valve that is the wastegate. A dump valve or ( different ) a bypass valve are used to vent pressure in the intake system when the throttle is closed.
If the boost pressure is controlled by the ECU, then the pressure at the manifold would not be affected by shortening up the plumbing. The route of the current plumbing may be to avoid hot spots or to permit easier servicing. If you are going to such an effort, there are probably other things that you could do that would yield significant improvements.
If you were refering to the length of the small rubber hose to the wastegate actuator, then shortening it would probably reduce an initial boost surge. Does that hose go to an intermediate control valve first?
Does you vehicle have the boost reduced in the lower gears?
Does you vehicle have an air mass meter in the intake between the filter and the turbo compressor?
Does your vehicle have an intercooler?
Is there a volvo web site that you suggest that I look at?
You might be able to increase the boost pressure with an aftermarket modified ECU or with an inexpensive boost controller. These can be had for $35US. Might be worth a try. Even if you cannot significantly increase the boost pressure you can probably improve the turbo spool up rate a lot.
It will be interesting to get some knowledge on other boost systems.
