The heat range of a plug refers to the ability of the plug to remove heat from the combustion chambger and is a function of the area of the ceramic insulator on the firing end of the plug. Ideally the plug will be hot enough to keep clean/not foul and cool enough not to be a hot spot which will induce detonation (much more likely to have detonation before you melt the plug tip).
NGK has a great writeup on all this.
