I remember reading on Saab Turbo Club of Sweden about overboost. It said something about ECU monitoring temperature and time in pretty complicated way, and allowing you to take a "dip in the well" after a certain amount of time has been passed since you used overboost last time.
Don't remember actual amount of time tough.
