anyone using an external voltage regulator?

I need a new voltage regulator and was wondering if an external is really more desirable? At the spg-9 website it says it keeps the battery charged at a higher rate. what does this mean? isnt it bad to have over 14.5 volts? If this is the case my regulator is extremely hogh performance pumping out 16v. :-) I will more then likely get a stock replacement, but just want to consider all options.
