I would start out with the following:
1. Better intercooler, try one similar to the Viggen in size, but better (try Forge for instance)
2. Bigger turbo, like a T28 with ball bearings, will fit your stock manifold.
3. Intake pipe, the "s-bend" (Cobra-pipe) needs to be upgraded. There are larger diameter ones for sale at http://www.bsrab.se
4. Open K&N-filter. Just make sure that it's properly shielded from hot air in the engine bay. You might want to look at "force-feeding" it from a pipe from down where the foglights are or something like that.
5. Heat-wrap on all pipes in the engine bay
6. Upgraded cams, 250/9,5. Check with Maptun. (http://www.maptun.com)
7. Upgraded clutch will be necessary. Not sure, but the 9-5 Aero clutch might fit. Anyone know for certain?
8. Increase displacement to 2,3 litres.
9. LSD, from Abbott Racing (Quaife) or such.
10. Street legal (DOT) racing slicks in front.
11. Make sure not to use more than 16" wheels on the car. Bigger wheels are heacy and WILL slow you down...
12. Upgraded suspension front and rear.
13. Get the Viggen Rescue Kit from Abbott Racing to make the car track straight and nice.
14. Of course, an upgraded ECU. If I were you, I'd have a chat with Johnny at Maptun. He either has what you need or can make you a software suitable for your hardware configuration. Just make sure to install all the hardware you intend to install first, then make the ECU upgrade. That way you'll only have to send the ECU once.
If this doesn't put you in the 13's...well, I don't know...
Oh, BTW...make sure to drop all the heavy stuff in the car such as spare tires, subwoofers and stuff. And you might want to throw in some octane booster in your gas and make sure to do an adaptation run to get it running at it's very best.
