Saab's horsepower is measured on a static dyno (in conformance with standard measurement norms that all vehicle manufacturers use), whereas this test was (most likely) measured on a dynamic dyno, also known as a "rolling road".
This can produce quite large differences in measured output, both horsepower and torque.
Generally speaking a dynamic measurement will give higher peak power wheras a static measurement will give higher torque values at lower rpm's.
For "chip-tuned" cars there can be a HUGE difference between the two methods, as some tuned cars can not handle producing power for a prolonged period of time. Heat soak of intercooler and subsequent knocking prevent that. If the engine management system does not have sufficient knock detection devices and protection systems in the software the result can be fatal...
A friend of mine dynoed his Viggen at the Saab engine lab in Södertälje(modified ECU producing 280 hp/420 Nm...you do the math...). Result: engine destroyed due to excessive knocking...
