You can get modified ECU's and add the Boost Pressure Control solenoid valve. This will provide ample power. Or perhaps just add an external boost controller for about $100US. You might get close to 1 bar of boost. It depends where the over pressure fuel cut pressure limit is set for your ECU.
If you did this, you could install it your self very easily. The actuator linkage will not need any adjustment at all. Boost build up will be vary fast. You might try the TurboXS high performance boost controller, it is made there. There are lots of folks there doing performance mods to turbo vehicles. You might find a performance shop nearby who can help and advise.
If you are going to do this, you need a K&N drop in air filter 33-2663, and a low restriction exhaust. The Saab Sports exhaust is very good, and you should be able to get is from your dealer.
What model year is your 9-3? You might need to modify some other things too. You can contact the http://www.turboxs.com and find out how to get the product in Australia.
You will not need a boost control valve, just increase pressure till you hit the fuel cut pressure, then back off a bit.
95SET 190000 KM, 15 PSI boost
